In a joint initiative with The Centers for Medicare and Medicaid Services (CMS),
Maryland operates an All-Payer Model of reimbursement that differs from the reimbursement principles
utilized in all other states. Maryland’s Health Services Cost Review Commission (HSCRC) sets rates
for each state hospital uniformly across all payers.
